Manufacturing payroll: shift premiums, production bonuses, and the temp-vs-hire call

Manufacturing payroll is where the ESA's definition of wages earns its keep: shift premiums and production bonuses are not extras — they raise the overtime rate and the vacation-pay base. Add apprentices with a federal credit attached, and a temp-versus-direct decision Ontario now licenses, and the plant's payroll deserves the same discipline as the plant's tooling. Shift premiums change the overtime rate, not just the stub

A night or weekend premium is part of the wage rate for those hours, not a bolt-on. Overtime worked on a premium shift is calculated on the premium-inclusive rate: at a $24 base with a $1.50 night premium, the overtime hour is 1.5 times $25.50 — $38.25 — not $36 plus the premium sprinkled after, and the shortfall compounds every pay for every rotating operator. Premiums are also wages for vacation-pay purposes. The clean setup is a separate earning code per premium so the payroll system does the compounding, the vacation accrual catches it, and a Ministry of Labour claim finds nothing. Rotating schedules also need the ESA's rest rules checked: 11 consecutive hours free of work each day, and eight hours between shifts unless the shifts together stay within 13 hours or the employee agrees in writing.

Production bonuses carry two obligations, not one

A bonus tied to output, efficiency or scrap rates is non-discretionary, which makes it wages under the ESA — vacationable at 4% or 6% on top of the headline amount — and on the tax side it is withheld under CRA's bonus method with CPP and EI. A genuine discretionary gift is different: CRA's policy lets non-cash gifts and awards up to $500 a year pass tax-free, but cash is always taxable whatever you call it. Two design rules from the floor. Tie the bonus to numbers your production reporting already generates, so payout disputes die in the data instead of in the lunchroom. And if you accrue bonuses at year-end, pay them within 180 days of year-end or the deduction moves to the year you finally do.

Apprentices: ordinary payroll, plus a credit worth claiming

Machinists, industrial mechanics (millwrights) and tool-and-die makers are Red Seal trades, so an apprentice on a training agreement registered with Skilled Trades Ontario can earn you the federal Apprenticeship Job Creation Tax Credit: 10% of eligible wages, up to $2,000 per apprentice per year, through the first two years of the apprenticeship, claimed on the T2. The payroll itself is ordinary — T4, CPP, EI, WSIB, wage progression by level — but the credit follows the registered agreement, so the paper matters as much as the pay. Track hours toward certification in the same system that runs the cheques and both the credit claim and the progression raises take care of themselves.

Temp agency or direct hire: the real comparison

Every plant runs the mix. The mistake is comparing the agency's bill rate to the direct wage instead of to the burdened rate:

Since mid-2024 Ontario requires temporary help agencies to be licensed, and clients who use unlicensed ones face penalties — the registry check is procurement now, not paranoia. An agency premium earns its keep during a surge; for a steady shift, the burdened direct cost usually wins and the skill stays in the building.

Payroll as a production cost

The labour number that matters is the burdened hour — wage, premiums, employer CPP and EI, WSIB at manufacturing rate classes, vacation accrual, and EHT once Ontario payroll clears the $1 million exemption. That is the rate your quoting and standard costs should carry, and payroll should hand it to costing without a spreadsheet in between: the direct-versus-indirect labour split feeding inventory and WIP the way our manufacturing bookkeeping structures it. As the plant grows, CRA accelerates your remitting schedule past $25,000 of average monthly withholdings. And when growth means people or a warehouse in the United States, payroll stops being a purely Canadian question — state registration and nexus are where our cross-border work for manufacturers begins.

Does a shift premium change overtime pay?

Yes. The premium is part of the wage rate for those hours, so overtime on a premium shift is time and a half on the premium-inclusive rate — and the premium also counts as wages when vacation pay is calculated.

Is a production bonus subject to vacation pay?

If it is tied to output, efficiency or other performance measures it is non-discretionary wages under the ESA, so vacation pay accrues on it. Withhold using CRA's bonus method, with CPP and EI on top.

What should we check before using a temp agency?
